Position Summary:
We are seeking a detail-oriented and highly skilled Fiscal Analyst with extensive experience in California Child Development fiscal reporting, including CCTR contracts, CDE/CDSS fiscal systems, CDMIS, and the CDPR 9500 reports. The ideal candidate will bring a strong foundation in bookkeeping and accounting practices, advanced proficiency in Microsoft Excel, and a thorough understanding of state-funded early childhood education program compliance and reimbursement processes.
This role is essential to ensuring the financial accuracy, sustainability, and regulatory compliance of our subsidized childcare programs.
Key Responsibilities:
Fiscal Reporting & Compliance
Prepare and submit timely and accurate monthly and year-end fiscal reports including:
o CDMIS 801-A and 801 B (Monthly Child Care Attendance Report)
o CDMIS Family Enrollment
o CDPR CCTR-CMIG 9500 (Monthly Child Care Report of Children Served)
o Fiscal Year-End Reports (801A/B, AUD Reports)
Monitor and reconcile Child Development Management Information System (CDMIS) data with internal records and enrollment/attendance logs.
Ensure compliance with Title 5 and Title 22 regulations, Funding Terms and Conditions, and CCTR contract requirements.
Track and maintain documentation to support audit readiness, including enrollment certifications, NOAs, and attendance records.
Budgeting and Financial Analysis
Assist in the preparation and monitoring of program budgets, spending projections, and Maximum Reimbursable Amount (MRA) tracking.
Provide monthly variance analysis and expenditure trend reports.
Identify opportunities for increased reimbursement and improved fiscal efficiency. Create Cost Allocations per program
Annual Budgets – Advice, Analyze, Prepare annual budget and annual projections.
Bookkeeping & Accounting
Maintain accurate and up-to-date general ledger, accounts payable/receivable records, and reconciliation processes for grant-related accounts.
Coordinate with the finance team to ensure integration of child development funding into agency-wide financial systems.
Reconcile state payments and advances with contract earnings.
Data Management & Excel Reporting
Build and maintain advanced Excel workbooks for fiscal tracking, including:
o Pivot tables, complex formulas, conditional formatting, charts, and dashboard tools.
o Reconciliation tools for comparing CDMIS data with internal enrollment/attendance reports.
Import/export data between Excel, CDMIS, and internal financial software systems.
Advance knowledge of Quick Books and reporting income & expenses according the CDSS/CDE audit requirements.
Collaboration & Communication
Work closely with program directors, enrollment coordinators, and administrative staff to gather accurate data for reporting.
Communicate effectively with the California Department of Social Services (CDSS), State Controllers, and external auditors.
Provide training and guidance to staff on fiscal compliance and documentation procedures.
Requirements
Qualifications Required:
Bachelor’s degree in accounting, Finance, Business Administration, or related field.
Minimum 3–5 years of experience in fiscal management for state-subsidized childcare programs (CCTR, CSPP, AP, etc.).
Direct experience preparing and submitting CDPR 9500 reports and managing data in CDMIS.
Knowledge of California Department of Education/California Department of Social Services reporting standards and contract compliance.
Strong foundation in bookkeeping principles, GAAP, and for profit/nonprofit/government accounting. Advanced proficiency in Microsoft Excel (pivot tables, lookup, financial modeling).
Preferred:
Experience with state audits, annual fiscal reports (AFR), and multi funded program environments.
Familiarity with state advance/reimbursement processes, Title 5 fiscal regulations, and early education operational finance.
Knowledge of childcare eligibility and enrollment procedures to support data verification.
